CLIC Innovation coordinated Hydrogen Cluster Finland during its formative years, recruiting members and developing the activities, communications and operating practices that brought companies and industry associations across Finland’s hydrogen value chain together. The cluster developed into a recognised voice for Finland’s hydrogen sector and continued its work as an independent association.

CLIC’s role
CLIC Innovation coordinated the cluster’s development and day-to-day operations. Its responsibilities included member recruitment, ecosystem coordination, annual activity planning, communications and dissemination, event production, working group facilitation, administrative support and financial management.
Before the cluster became an independent legal entity, CLIC acted as its legal representative and managed its finances and administration. CLIC also supported stakeholder collaboration and provided expertise in hydrogen ecosystem development.
Hydrogen Cluster Finland brings together companies and industry associations to promote the hydrogen economy, support the transition towards climate neutrality and create opportunities for collaboration and business development. Its members operate across the value chain, from energy production and infrastructure to industrial applications, technology development and services.
Today, the cluster continues its work as an independent association and provides a platform for collaboration, knowledge exchange and dialogue within Finland’s hydrogen economy.
During CLIC’s coordination, the cluster operated through six thematic working groups, events and knowledge-sharing activities. The groups addressed competitiveness, innovation and skills development, international cooperation, regulation, safety and investment projects.
CLIC facilitated meetings and workshops, coordinated activities, supported stakeholder engagement and maintained communication across the network. This included media relations, website and social media content, presentations and communication strategy development. The work also included coordinating the development of the Industry-led Hydrogen Strategy for Finland. CLIC tendered the drafting assignment, coordinated the external consultant and supported stakeholder engagement and communication around the strategy.
Active member recruitment grew Hydrogen Cluster Finland’s membership from around 40 to a peak of 115. Six thematic working groups gave members a structure for exchanging expertise and advancing shared topics across the hydrogen value chain. CLIC established an active digital presence for the cluster by creating its LinkedIn account and growing it organically to 4,500 followers, while also bringing the existing website into regular use through consistent updates. Together with CLIC’s operational, administrative and financial support, this work helped prepare the cluster to continue as an independent association with around 90 members at registration.

Riitta Silvennoinen
“By the time Hydrogen Cluster Finland became an independent association, it had an engaged member community, active working groups and a clear voice in Finland’s hydrogen sector. CLIC’s coordination helped establish the structures and communications that supported the association’s continued work and advocacy.”
