The Circularity of Packaging spearhead responds directly to the requirements of the new EU Packaging and Packaging Waste Regulation (PPWR), which raises the ambition level beyond recyclability to include waste prevention, reuse, and high levels of recycled content. Packaging has long been the most regulated plastics application in Europe, and the revised framework creates both challenges and opportunities for industry.
The essence of the spearhead lies in combining Finland’s strong bio-based material expertise with systemic approaches to packaging reuse, reduction, and recyclability. Forest-based raw materials remain a cornerstone for the Finnish economy, but focusing solely on bio-based substitution is no longer sufficient. Instead, the spearhead promotes integrated solutions where renewable feedstocks, advanced recycling technologies, and reuse systems are developed together to deliver resilient and competitive safe circular packaging. The 4R ecosystem plays a central role by bringing key value chain actors to the same table, industry leaders, SMEs, research organisations, and regulators, to co-develop solutions, accelerate their validation, and facilitate rapid commercialisation.
By focusing on the development of PPWR-compliant renewable and circular packaging systems, the spearhead will support Finnish packaging industry in maintaining competitiveness in a tightening regulatory environment, while positioning the country as a pioneer in sustainable packaging solutions, fostering the strong heritage of Finland as packaging innovator. It will also strengthen Finland’s contribution to European circular economy targets and create new export-driven growth opportunities across packaging value chains.
